Role of the council

| The South Taranaki District Council's mission statement is: |

"Council will lead with fairness and integrity and work to inspire a vibrant and caring spirit of community while remaining an efficient and sensitive provider of services and facilities."
Within those goals, council's role is to provide essential services to the South Taranaki community efficiently and at reasonable cost. The council maintains an overview of roadworks, water supply, sewerage, stormwater drainage, parks, recreation facilities, community activities and traffic management in the South Taranaki District. It is also involved in economic and community development. The council recognises and is committed to its obligations regarding the Treaty of Waitangi and fully respects the rights of tangata whenua in terms of the Treaty and of the Resource Management Act.

COUNCIL MEETINGS |

The council meets twice in its six-weekly meeting cycle. The first meeting is a policy development meeting. The primary aim of the policy development forum is to provide an opportunity for comprehensive discussion before policy decisions are taken. This meeting was introduced in November 2001. The meeting absorbed the duties of previous standing committees except the Environment and Hearings Committee, the Iwi Liaison Board, the Eltham Drainage Committee and the Personnel Liaison Committee. The second meeting in the cycle is an ordinary council meeting.

COUNCIL PORTFOLIO GROUPS |

Council has three portfolio groups - Engineering Services, Community Services and Development, and Corporate Services. A minimum of four councillors sit on each portfolio group. The portfolio groups allow councillors a forum in which to discuss and develop policy particular to councillors' specific areas of interest.

COMMUNITY BOARDS |

Community Boards consider and report on matters and issues raised by the communities of the South Taranaki district, as well as community matters referred to boards by the council. Boards also aim to ensure good contact and relationships with community groups and make submissions to the council's Annual Plan budgetary process regarding expenditure within communities. Community Boards also maintain an overview of roadworks, water supply, sewerage, stormwater drainage, parks, recreation facilities, community activities and traffic management specific to a board's particular ward.

IWI LIASON BOARD |

 |
The Iwi Liaison Board is a standing committee of the Council.
The board's mission statement is "to achieve an harmonious and mutually beneficial relationship and understanding between the iwi of South Taranaki and the council".
The board's role is to assist the Council to honour its obligations under the Treaty of Waitangi, to develop an appreciation of tikanga Maori, and to develop and enhance relationships with iwi and understanding of Maori concerns.

ENVIRONMENTAL AND HEARING COMMITTEE |

(PREVIOUSLY THE JUDICIAL COMMITTEE)
The Environment and Hearings Committee is a standing committee of council. The committee considers regulatory matters relating to resource management, health and building. It hears notified planning applications and can make final decisions regarding these. The committee also considers matters relating to the Environmental Services Division, which includes Civil Defence. The committee has the power to make final decisions in its capacity as the District Licensing Agency. The committee hears all applications for changes to the District Plan, makes recommendations to the Council, and considers and recommends all changes to bylaws.
