Wastewater The Council operates wastewater treatment plants at Opunake, Kaponga, Eltham, Manaia, Hawera (including Normanby), Patea, Waverley and Waiinu Beach. The Council's wastewater work includes the collection, transportation, treatment and disposal of all wastewater.
